I created the meta tags for the subtitles like they are if you buy a movie in iTunes. I have to select them manually, which sucks. Infuse shows currently the forced and non forced subtitles.

You will also recognize that Quicktime don’t show the forced subtitle track in the menu (like the Apple TV or Plex) - because it is forced… so you don’t need it to select manually - the forced subtitle is selected with language track If you select German, you will see the non forced subtitle instead of the forced. However, if you open the linked video file in Quicktime you see that if the subtitle mode is “off” or “automatic” you will see the forced subtitle. Does changing it make any difference for you? Even with this disabled, Infuse should be enabling subtitles that are tagged as forced. It shows up automatically in iTunes and in the computers app on an AppleTV 4, but the same AppleTV 4 will not show the forced subtitles using Infuse reading from an external hd or from a Plex server unless I go in and manually set them to be visible. I also ran it through Media Info and it shows it as being tagged as forced. The foreign language subtitle track is marked as forced in Subler as outline in the above posts. One is the entire film and the other is only the parts where they are speaking in the foreign language.
